A copy of the ARM is included in every source code tarball from ISC. Every version of Kea published can be found on the ISC FTP site. Visit https://downloads.isc.org/isc/kea and browse for any specific version you wish. Under each individual release directory, the ARM can be found in the "doc" directory.

The Kea Developer's Guide

The Kea Developer's Guide is intended for existing or prospective Kea developers and contributors, and provides information needed to extend and maintain Kea source code. This guide is a living document for the current development version.

If you wish to write hooks code - the code that is loaded by Kea at run-time and modifies its behavior - you should read the Hooks Developer's Guide section.
