To comment on or open an issue in GitLab, you will need to create an account for yourself.

To contribute code or documentation changes you need to prepare a branch and submit a pull request. You will need to request a project allocation so you can create your own branches. To request a project allocation in ISC's Gitlab, email to info at isc dot org and let us know what project you plan to work on. We are happy to offer project space, but it is not given by default to new accounts.
